In the new reality, government-led management of sustainable development has become a necessary component of a dynamically developing public administration system. In conditions of high uncertainty, the effective functioning of this component requires the involvement of fundamentally new forces formed in the course of dynamic and profound socio-economic transformations. Such forces should include a qualitatively new factor in the production of material life - human capital, which has a large-scale and not yet fully disclosed potential for modernization and development. Human capital is capable of carrying out not only the necessary transformation of functional capabilities, development resources, and the structural organization of various system entities, but also to ensure effective resolution of acute problems that have arisen during the intertwining of many modern transformations. The realization of the unique capabilities of human capital in public management of sustainable development involves the development of conceptual ideas about the position, specific functions, and ways to integrate this capital into this process. The accelerated formation of complex problems in recent years, caused by profound transformations in technology, organizational mechanisms, and institutions of modern society, additionally highlights the need to attract human capital into the process of public administration of sustainable development. The author focuses the research on the key aspects of the participation of human capital in public management of sustainable development, while taking into account the possibilities of this capital in the modernization of previously existing ideas about sustainable development, in particular, in the transformation of the well-known ESG concept. The article presents applied recommendations concerning the most important tasks of human capital in the modernization of public administration for sustainable development, and provides arguments in favor of creating a sustainable development policy as an integral part of state economic policy.
