MODELLING OF COMPETENCES OF MANAGERS OF CHAIRS OF THE RUSSIAN HIGHER EDUCATION INSTITUTIONS

Abstract (English):
Changes in recent years occurred in the Russian system of higher education are analyzed. Results of monitoring of structure and activity of managers of chairs of higher education institutions of Russia are given. The model of their competences for modern conditions is offered.

Тенденции реформирования российской системы высшего профессионального образования

Система высшего профессионального образования в России претерпевает существенные изменения. Это обусловлено тем, что модернизация высшей школы как основного направления вложения инвестиций в развитие человеческого потенциала является приоритетной задачей социально-экономического развития Российской Федерации [7, 11]. Среди главных изменений, затронувших систему российского высшего профессионального образования (а некоторые из нововведений буквально взбудоражили российское общество [1]), следует отметить:

- новую систему оценки знаний школьников-абитуриентов (ЕГЭ);

- переход на федеральные государственные образовательные стандарты (ФГОС);

- переход на двухуровневую систему образования (бакалавр-магистр);

- широкое распространение дистанционного образования;

- создание федеральных и национальных исследовательских университетов;

- изменение условий оплаты труда преподавателей в связи с введением «эффективного контракта».
