On June 5-6, 2014 on the basis of Penza state university of architecture and construction with assistance of the Russian Humanitarian Scientific Fund (RHSF) the All-Russian scientific and practical conference "Ways of Improvement of Quality of thesis defense at a viva voce and Examination of thesis research " took place. The conference purpose was to generalize experience of dissertation councils, to analyze merits and demerits and on its basis offer ways of further improvement of quality of examination and thesis defense at a viva voce, improvement of system of certification scientific and the research and educational personnel.

За последние годы по заданиям Минобрнауки РФ Пензенский государственный университет архитектуры и строительства провел ряд исследований, позволяющих лучше понять, чем живет и о чем думает вузовская и научная общественность. Например, в сфере диссертационного менеджмента выполнены или ведутся грантовые темы:
– Система и механизмы управления повышением эффективности аттестации научных кадров России (2009–2011 г.), № гос. рег. 01200951279;
– Разработка механизмов повышения эффективности подготовки аспирантов высших учебных заведений к самостоятельной научной и педагогической деятельности (2010–2012 гг.), №гос. рег. 01201062942;
– Экономическая оценка затрат в сфере управления процессами подготовки и аттестации научных кадров (2013–2014 гг.), № гос. рег. 01201363012.
По результатам этих исследований университетом были представлены в Минобрнауки РФ аналитические доклады:
– Новые ориентиры повышения эффективности системы государственной аттестации научных кадров Российской Федерации (2012-2013 гг.);
– Научное руководство аспирантами: опыт, проблемы, пути повышения качества подготовки кандидатских диссертаций (2013 г.);
– Пути повышения эффективности подготовки аспирантов высших учебных заведений России к самостоятельной научной и педагогической деятельности (2013 г.);
– Экономическая оценка затрат на подготовку и защиту кандидатской и докторской диссертаций (2014 г.).
