Introduction. In accordance with the instructions of the President of Russia, it was instructed to analyze the best municipal practices and submit proposals for the implementation and expansion of the most effective ones. Given these circumstances, and given that municipalities are involved in the implementation of national development goals, the effectiveness of the latter determines the achievement of national priorities. The purpose of the study is to develop theoretical foundations for improving the effectiveness of local government in Russia. Materials and methods. The methodological basis of the research is the provisions and conclusions of domestic and foreign scientists on the studied issues, domestic and foreign legislative and regulatory sources, analytical reports and programs of the Government of the Russian Federation, the Federation Council of the Federal Assembly of the Russian Federation. In order to achieve the objectives set in the study, general scientific methods of cognition are widely used. The dialectical and logical method made it possible to examine the activities of local governments in dynamics and prepare sound proposals to improve the effectiveness of their activities. Economic and statistical methods and methods of economic synthesis and empirical generalization made it possible to analyze and test the formulated general theoretical models and principles of the effectiveness of local government on the basis of objective statistical and departmental data. Results. The paper formulates the basic definitions of the proposed theory, suggests the principles of activity and features that make it possible to determine how effective the activities of municipal authorities are. Two types of effective activities have been established: internal, which ensures the work of the administration, and external, which is evaluated by residents and relevant government authorities. A set of four resources has been identified, the use of which affects the activities of municipal authorities. Based on these resources, the author's mathematical model and algorithm for decision-making, recommendations for the selection and replacement of municipal management teams are proposed. Conclusion. The successful implementation of Russia's national development goals in full is not possible without the effective work of local governments. The development and implementation of mechanisms to improve the effectiveness of these bodies is a key factor in ensuring their successful functioning and achieving national priorities.
