The article examines the impact of human resource support for scientific and technological development of production systems on the level of regional economic security. The key role of human capital as a system-forming factor of regional economic stability under conditions of digitalization, sanctions pressure, and increasing global competition is substantiated. Based on the analysis of scientific literature and statistical data from the Southern Federal District, structural imbalances in human resources are identified, including a decrease in the number of researchers, territorial differentiation, and risks related to the reproduction of scientific personnel. The study concludes that it is necessary to develop a comprehensive regional policy aimed at strengthening human capital, integrating science, education and industry, and ensuring long-term economic security
