The rapid development of the new economy, based on high technologies and unique competencies associated with them, determines the task of accelerated formation and effective integration into the economic system of the results of capitalization of such competencies – various types of human capital. The focus of many modern theoretical and applied research on human capital is associated with the growth of transformational processes characteristic of the new reality of the development of the economic system. The non-trivial nature of this task obliges its developers to find an adequate scientific approach to it. Such a search presupposes a focus on a systematic approach, the cognitive and applied capabilities of which have been successfully tested in many areas of modern scientific research. The development of the task of accelerated formation and effective integration of human capital into the Russian economic system in line with a systematic approach includes three phases of research: highlighting a set of interrelated key problems of human capital development in this system; the nomination of a compact system of long-term goals corresponding to the specified problems; the formation and implementation of a project, the level and scale of which correspond to the level and scale of the task being developed. The article examines the above phases and identifies the main results of their development. The author substantiates the conclusion that the moment of unity of these phases can legitimately be qualified as a special, problem-oriented approach to the process of managing the development of human capital in the economic system. At the same time, taking into account the specific features of the organization of the Russian economic system, the state is called upon to play a leading role in managing the development of its human capital. In furtherance of this conclusion, the article formulates a conclusion on the need to implement a national project within the framework of state management of human capital development in the Russian economic system. The article offers a number of applied recommendations in relation to a problem-oriented approach to public administration of the specified development.
