HIGH-TECH PRODUCTION IN MODERN CONDITIONS: MONITORING AND DEVELOPMENT DIRECTIONS

Abstract:
In the context of the structural transformation of the national economy and the implementation of a range of measures aimed at achieving technological sovereignty, identifying and studying quantitative relationships between the development of high-tech sectors of the economy and the dynamics of other statistical indicators reflecting the state and development trends of this industrial sector is of significant theoretical and practical interest. The aim of this study is to test hypotheses regarding the presence of statistically significant relationships between the share of high-tech and knowledge-intensive industries in the gross regional product and the growth of high-productivity jobs at the federal district level, based on official statistics and a study of the regulatory framework, as well as adapting elements of portfolio analysis theory to assess the strategic importance of regions. The use of elasticity coefficients and scenario weighting revealed the differentiated nature of these relationships: the most pronounced elasticity was recorded in the Volga Federal District, while in the Southern and Northwestern Federal Districts the relationship manifests itself differently, indicating the need for differentiated regional policies and targeted allocation of investment resources.
