The article is devoted to the analysis of the development of the circular economy in Moscow, a region that took 1st place in the national ranking of the circular transformation of the subjects of the Russian Federation in 2025. The paper considers the key success factors of the capital: a developed service economy, a large-scale public transport system, infrastructure for separate waste collection and recycling, as well as innovative projects in the field of electronics and textiles management. Based on the data from the rating of INFRAGRIN "Re3" and the official materials of the Moscow urban economy complex, an analysis of the capital's indicators in three key areas was carried out.: resource management (62 points), ecosystem impact (52 points) and service economy (66 points). It is established that Moscow demonstrates the highest results in the absolute standings in Russia (59 points out of 100 possible), ahead of the Moscow region (58 points) and other regions. It is shown that the key drivers of Moscow's circular transformation are: a two—flow system for separate waste storage (blue container for recyclables, gray for mixed waste), operating since 2020; large-scale development of public transport, including the launch of the Bolshaya Koltsevaya Metro Line (70 km, 31 stations) — the longest ring line in the world; network of the 600 eco-collection points for unnecessary items; as well as high-tech scrap and plastic recycling enterprises (ecotechprom and ecoplast), which ensure the involvement of up to 95% of materials in recycling. Based on the analysis, recommendations have been formulated for the further development of the circular economy in Moscow, including the expansion of the separate collection network, the development of the service economy (rental, repair, sharing) and scaling successful experience to other regions.
