This article presents a methodological justification of the mechanisms of interaction of management systems at different levels. A special emphasis is placed on the impact of management systems on improving the socio-economic indicators of the region. The article substantiates the need for a systematic approach to the formation of mechanisms for federal-regional cooperation based on the principles of subsidiarity, strategic coherence, and manageability. Special attention is given to the consideration of budgetary and financial mechanisms, and it is revealed that their optimization contributes to improving the efficiency of inter-level management, including through the improvement of transfer policies, strengthening of tax autonomy, and the use of targeted financing mechanisms. The article analyzes the institutional forms of cooperation that take into account the role of representative and coordinating bodies. The problem of insufficient horizontal and vertical coherence has been identified, and approaches to forming feedback have been proposed to facilitate the transformation of the model of interaction between regions and the federal center.
