In modern conditions, state corporations act as key actors in the formation and implementation of the state's innovation policy, acting as system integrators of technological development in priority sectors of the economy. The choice of the innovation strategy of a state corporation determines not only the directions of scientific and technological development, but also the parameters of the emerging demand for innovative products, and, consequently, the requirements for the mechanisms of selection and evaluation of relevant proposals. However, in practice, there is a problem of inconsistency between strategically set demand parameters and the actual capabilities of suppliers, which requires the adaptation of tools for choosing the innovation strategy of state corporations, as well as the selection and evaluation of proposals for the purchase of goods, works, and services. Within the framework of this study, a developed procedure for the formation of an innovation strategy of state corporations is applied. The proposed methodology for evaluating applications during tenders for innovative products is described, which is considered as a tool for implementing the chosen innovation strategy, and not just as a formal mechanism for selecting a supplier. Within its framework, proposals are substantiated to change the evaluation criteria system in order to synchronize with the strategic priorities of corporations and take into account not only the current characteristics of products, but also their contribution to achieving long-term priority goals of scientific and technological development.
