Abstract:
The article is devoted to the systemic restructuring of the professional identity of state and municipal employees in the context of digital transformation and global changes. The transition from classical "cost management" (compliance with procedures) to "results management" is justified, where a strict focus on obtaining a specific measurable product becomes a key requirement. The proposed use of a control system based on the parameters of time, cost and quality (result) changes the motivation system through the introduction of an "effective contract", where remuneration directly depends on the achieved indicators. It is proved that the transformation of competencies is not just the addition of new skills, but the transition from an administrative and procedural model to a partnership—creative one, where a civil servant acts as a strategist and partner for society
