This article examines the economic security of tolling operations involving raw materials in the manufacturing sector of the Russian penal system. The relevance of this topic is substantiated by the specifics of the penitentiary economy, the need to efficiently utilize the production capacities of correctional institutions, and the expansion of their interactions with economic entities. It is shown that tolling operations are an important tool for developing the production potential of penal institutions, providing employment for convicts, generating additional sources of income, and expanding industrial cooperation. However, such operations are accompanied by a number of specific risks, including the threat of loss or misuse of material resources, distortion of processing costs, opaque financial flows, and corruption risks. An analysis of the scientific literature on the economic security of the penal system, the legal regulation of contracts for the processing of tolling raw materials, and the accounting and tax aspects of tolling operations is provided. It has been established that existing studies are fragmentary and do not consider operations with tolling raw materials as an independent element of economic security in the penal system's production sector. The need to develop a comprehensive organizational and economic mechanism for ensuring the economic security of such operations is substantiated. Promising areas for enhancing their security are proposed, including improving legal and regulatory frameworks, developing a system of internal financial and economic control, introducing digital tools for accounting and monitoring the movement of material resources, and applying risk-based management methods. It is concluded that the implementation of the proposed areas will improve the transparency of the economic activities of penal system institutions, minimize economic risks, and ensure a more sustainable functioning of the production sector of the penitentiary system.
