The article examines the foreign experience of managing higher-level educational institutions with the participation of public associations - internal stakeholders, and its potential for adaptation in the Russian higher education system. The mechanisms of involvement of students and public structures, their role in the strategic and operational management of universities, as well as indicators of the effectiveness of such models, including participation in councils, the activity of associations, the amount of funding and the number of management decisions taken, are analyzed. The article presents statistical data on leading countries, identifies key factors that ensure the successful integration of public associations into management processes, and provides a comparative analysis of their practices. Based on foreign cases, recommendations have been formulated for the development of a regulatory framework, the creation of infrastructure and systems for evaluating the effectiveness of student participation and public associations in the management of Russian universities.
