This textbook offers a comprehensive analysis of the contracting system in public procurement in the Russian Federation: from the historical prerequisites for the emergence of the institution of meeting state needs to modern control, monitoring, and audit mechanisms. The book provides a detailed analysis and comparison of methods for identifying suppliers (contractors, performers), methods for justifying the initial maximum contract price (IMCP), bid evaluation criteria, and legal mechanisms for granting advantages and preferences to procurement participants. A separate chapter is devoted to the oversight and supervision activities of the Federal Antimonopoly Service (FAS Russia), the procedure for appealing illegal actions, the formation of a register of unscrupulous suppliers, and the application of sanctions. Each chapter contains a brief glossary of terms, ensuring effective acquisition of professional vocabulary. This publication is intended for undergraduate and graduate students studying Public and Municipal Administration, Law, and Economics.
