ICO (initial coin offering) представляет собой метод первичного размещения стартапов на виртуальных биржах криптоактивов. При этом, в первой половине 2020 гг. наиболее активно выходят на процедуру ICO стартапы, ориентированные на повышение эффективности процессов в реальном секторе экономики, в первую очередь, являющиеся результатами инновационных проектно-конструкторских решений. В статье представлен авторский организационно-экономический механизм ICO импортозамещающих стартапов - результатов потенциально эффективных проектно-конструкторских решений, предусматривающий активное участие кредитной организации с государственным участием в формировании и реализации данной инвестиционно-инновационной инициативы. Приведены рекомендации по совершенствованию законодательства Российской Федерации, ориентированные на обеспечение комплексной реализации предлагаемого механизма, в т.ч. норм, регламентирующих реализацию промышленной политики, эмиссию и обращение цифровых активов, функционирование виртуальных инвестиционных платформ.
ICO (initial coin offering) is a method for startups to initially list their products on virtual cryptoasset exchanges. In the first half of 2020, startups focused on improving the efficiency of processes in the real economy, primarily those resulting from innovative R&D solutions, have been most active in the ICO process. This article presents a proprietary organizational and economic mechanism for the ICO of import-substituting startups—results of potentially effective R&D solutions—that provides for the active participation of a state-owned credit institution in the development and implementation of this investment and innovation initiative. Recommendations are provided for improving Russian legislation aimed at ensuring the comprehensive implementation of the proposed mechanism, including regulations governing industrial policy, the issuance and circulation of digital assets, and the operation of virtual investment platforms.
