This article examines the problem of methodological and institutional misalignment between the pace of technological transformation and the inertia of educational systems in the Russian Federation and the People's Republic of China. A comparative model for proactive workforce training is developed, integrating regulatory provisions of RF and PRC educational legislation with mechanisms of academic network exchange and adaptive demand forecasting. The scientific novelty lies in systematizing structural differences between secondary vocational and higher education programs, identifying administrative and legal barriers to student and faculty mobility, and developing an algorithm for harmonizing qualification frameworks.
