В условиях динамичного развития цифровых технологий и средств искусственного интеллекта (AI) формирование интеллектуальной инфраструктуры экономики становится приоритетной задачей, успешное решение которой подводит прочную платформу под устойчивое развитие страны. Лидеры современного эволюционного процесса вкладывают значительные средства в создание своих интеллектуальных инфраструктур, широко используя возможности государственного управления данным процессом и стремясь обеспечить свои конкурентные позиции в стратегической перспективе. При этом предлагаются и апробируются различные подходы к государственному управлению формированием интеллектуальной инфраструктуры экономики. В статье обосновывается вывод о необходимости разработки для России оригинального подхода к указанному формированию, учитывающего особенности организации ее системы экономики и требования новой реальности мирового развития. Автор предлагает эволюционно-структурный подход к государственному управлению формированием интеллектуальной инфраструктуры экономики, позволяющий синтезировать возможности эволюционного и структурного подходов применительно к условиям резкого обострения глобальной конкуренции. В фокусе исследования – оценка возможностей эволюционного и структурного подходов применительно к государственному управлению формированием интеллектуальной инфраструктуры экономики, раскрытие ожидаемых эффектов синтеза указанных подходов, разработка прикладных рекомендаций по применению эволюционно-структурного подхода к государственному управлению формированием интеллектуальной инфраструктуры экономики. Исследование проведено с привлечением познавательного потенциала диалектического метода, что позволило выявить и раскрыть объективные противоречия процесса государственного управления формированием интеллектуальной инфраструктуры экономики, а также предложить способы их разрешения.
In the context of the dynamic development of digital technologies and artificial intelligence (AI) tools, the formation of the intellectual infrastructure of the economy is becoming a priority, the successful solution of which provides a solid platform for the sustainable development of the country. The leaders of the modern evolutionary process are investing heavily in the creation of their intellectual infrastructures, making extensive use of the possibilities of state management of this process and striving to ensure their competitive positions in the strategic perspective. At the same time, various approaches to state management of the formation of the intellectual infrastructure of the economy are proposed and tested. The article substantiates the conclusion that it is necessary for Russia to develop an original approach to this formation, taking into account the specifics of the organization of its economic system and the requirements of the new reality of global development. The author suggests an evolutionary and structural approach to state management of the formation of the intellectual infrastructure of the economy, which allows synthesizing the possibilities of evolutionary and structural approaches in relation to the conditions of a sharp intensification of global competition. The research focuses on assessing the possibilities of evolutionary and structural approaches in relation to public management of the formation of the intellectual infrastructure of the economy, revealing the expected effects of the synthesis of these approaches, and developing applied recommendations for the application of an evolutionary and structural approach to public management of the formation of the intellectual infrastructure of the economy. The study was conducted using the cognitive potential of the dialectical method, which made it possible to identify and uncover objective contradictions in the process of public administration of the formation of the intellectual infrastructure of the economy, as well as to propose ways to resolve them.
