INFORMATION AND ANALYTICAL SUPPORT OF EXECUTIVE AUTHORITIES' MANAGEMENT ACTIVITIES: THE MOSCOW EXPERIENCE

Abstract:
The article examines Moscow's experience as a case study of comprehensive implementation of information and analytical support (IAS) in the management activities of executive authorities. Based on the analysis of key departments of the Moscow Government, the study systematizes information and analytical resources used in healthcare, education, transport, social protection, construction, economic policy, and information technology. Particular attention is paid to platforms such as EMIAS, 'Active Citizen,' and 'Smart City,' as well as interdepartmental data integration mechanisms. The study identifies factors ensuring the effectiveness of Moscow's digital governance model: unified digital infrastructure, Big Data technologies, GIS analytics, machine learning, and modular system architecture with API-based data exchange. The findings suggest that Moscow's experience can serve as a potential basis for scaling best practices to other major cities of the Russian Federation
